The Position

The Health Officer serves as the Chief Medical Officer for the Spokane Regional Health District (SRHD). Under the direction of the Administrative Officer, the Health Officer provides overall leadership for the enforcement of local and state public health laws and provides highly complex staff assistance. The Health Officer is responsible for executive action to control and prevent the spread of any dangerous, contagious, or infectious diseases that may occur within SRHD’s jurisdiction and provides information to the Spokane County populace regarding the causes, nature, risks, and prevention of such diseases.

This position provides education on the preservation, promotion, and improvement of the population’s health. The Health Officer partners with the Public Information Officer (PIO) when speaking to the media and promoting public health education and awareness. Along with the Administrative Officer, the Health Officer attends all Board of Health and executive committee meetings and communicates and makes recommendations on all significant occurring and emerging public health medical issues. The Health Officer also works with the Board of Health members, local officials, and community partners on developing public health programs, responses, education, and strategies. The Health Officer actively participates in the medical community, partnering with health professionals, citizen groups, and state and federal committees.

The Health Officer provides medical oversight and consultation and appropriately engages in Public Health Preparedness and Response, Community Health, Environmental Public Health, Communicable Disease, Vital Records, and Tuberculosis programs. The Health Officer also serves as the backup to the Opioid Treatment Program (OTP) Medical Director and approves methadone, buprenorphine, and naloxone orders and carries in the Director’s absence. This position is responsible for the authorization of collaborative practice agreements and memorandums of understanding agreements with universities for academic students and volunteers working under medical licenses.

  • Actively participate in strategic planning processes. Identify and advocate for strategic initiatives for the Health Officer to lead that support the positive evolution of public health and contribute to the District’s long-term vision.
  • Become an integral member of the executive leadership team. Contribute medical and public health expertise, support sound decision-making, and collaborate to provide integrated public health programs and advance health equity.
  • Invest the necessary time to learn and develop a deep understanding of all programs and build effective relationships throughout the organization. Collaborate to remove barriers, navigate health issues, and support the growth of various programs as the needs of the community change.
  • Build and maintain positive relationships and trust with the community. Intentionally build connections, encourage diverse perspectives, support authentic engagement, provide transparent communication and education, and ensure the Health District remains connected to the community at all levels.
  • Actively represent Spokane Regional Health District, and, along with the Administrative Officer, become a trusted voice of public health in the community. Further educate and advocate for programs and communicate the value of the District’s work.
  • Collaborate with the Public Information Officer on messaging. Elevate the Spokane Regional Health District’s brand, inform and educate the community, communicate the importance of public health, and share the positive impact the Health District has on the community.

The Health Officer is an experienced and approachable leader with a strong foundation in community engagement and partnerships. With prior experience in media relations and crisis response, the successful candidate is a calm, transparent, and effective communicator.

The ideal candidate has direct patient care experience and a foundation in public health to easily balance medical and program needs with financial implications and requirements. The Health Officer understands the importance of remaining apolitical and sets aside their own views in the best interest of the community to focus on the goals, agenda, and mission of Spokane Regional Health District. Rooted in facts and science, the successful candidate is practical and takes a common-sense approach to support the health and safety of the community. The Health Officer balances best practices with the fundamentals of public health and recognizes that knowledge and expertise are critical but does not lose sight of the human factor in support of the Health District’s strategy.

Qualifications

A Doctor of Medicine or Doctor of Osteopathic Medicine degree is required, along with five years of public health experience, including tuberculosis control. Knowledge of epidemiology and disease control, along with the ability to evaluate health service programs and interpret and comply with applicable local, state, and federal regulations, is necessary. Building and maintaining effective community relations and facilitating community conversations on behalf of public health is essential.

The Health Officer must be an experienced physician licensed to practice medicine and surgery or osteopathic medicine and surgery in the state of Washington and is qualified or provisionally qualified in accordance with the standards prescribed in RCW 70.05.050 through 70.05.055 to hold the office of local Health Officer. Registration with the Drug Enforcement Agency for prescription of controlled substances and a valid motor vehicle license with current auto insurance is required.

Spokane Regional Health District (SRHD) is one of 35 public health agencies serving 39 counties in Washington State. As a leader and partner in public health, the District protects, improves, and promotes the health and wellbeing of all people through evidence-based practices.

One of the first agencies to be accredited through the Public Health Accreditation Board, SRHD operates on a $45.5 Million annual budget, with more than half the revenue from federal, state, and local grants. Other funding sources include service fees, permits, donations, operating reserves, and local government assistance. Currently, SRHD employs over 290 highly skilled staff dedicated to advancing initiatives in 40 programs. The programs are organized within seven divisions, each managed by a separate division director: Community Health, Disease Prevention and Response, Environmental Public Health, Treatment Services, Quality Planning and Assessment, Public Information and Government Affairs, and Administration.

Governed by a 12-member Board of Health, the Health District unites the two cities of Spokane and Spokane Valley, along with the small cities of Spokane County, in a cooperative effort to oversee all matters regarding public health. The Board creates and promotes prudent health policy, ensures compliance with applicable chapters of state law, local ordinances, and resolutions, and actively invites participation by all persons and organizations interested in public health.

The Community

The two cities of Spokane and Spokane Valley, in partnership with the small cities of Spokane County, comprise the hub of eastern Washington’s communities. The City of Spokane’s population is just over 200,000 and is the second-largest city in Washington State. Spokane Valley is the largest suburb of Spokane and is home to over 95,000 residents; Spokane County is home to over 500,000 residents.

The greater Spokane area has four beautiful seasons and is surrounded by more than 70 lakes within a 50-mile radius. It is within easy driving distance to several ski resorts and has a picturesque Spokane River and falls that flow through the heart of Spokane’s newly revitalized downtown. With no shortage of outdoor activities, Spokane was listed in 2017’s Top 10 Fittest Cities in the U.S. by the Physical Activity Council. Compensation and Benefits

The salary range for the position is $159,417 – $247,308 and will depend on the qualifications of the successful candidate. Spokane Regional Health District offers a wide range of benefits as part of its total compensation package.
