The Position

The Assistant County Administrator reports to the Deputy County Administrator and provides oversight of a portfolio of assigned departments, major projects, and interdepartmental initiatives. In addition, the Assistant County Administrator works closely with the County Administrator, Board of Supervisors, community and business leaders, and other state and local governmental officials. The position joins the Deputy County Administrator and three other Assistant County Administrators, each of which has operational supervision of departments and functions with the County Government. Portfolio assignments may change to best meet organizational needs.

Loudoun County is currently recruiting for an Assistant County Administrator position to oversee either a community development portfolio, which includes Planning and Zoning, Building and Land Development, Health Department, and the Virginia Cooperative Extension, or a Human Services portfolio, which includes, Community Corrections, Health Services, Family Services, Mental Health Substance Abuse and Developmental Services, and the Juvenile Court Service Unit.

While Loudoun County is still the world’s largest and fastest growing data center market, we are also focusing our attention on diversifying our economy in our wide range of business clusters, including aviation, aerospace, health information technology, pharma, cybersecurity, logistics, agriculture, and retail.

Currently the County adds over 11,000 residents per year. To support this growth, the Board added $15.9 million in local tax funding and 182.99 FTEs to County Government operations in FY 2020. This added resources to over 23 County agencies including capital project support, animal services, purchasing, emergency preparedness, recreation and after-school care programs, planning and zoning, housing services, mental health services, appraisal and tax compliance, classification and compensation, public works, fire and rescue, and law enforcement services.

Other notable work performed by the County includes creating programs to assist veterans, bolstering the County’s housing related activities, addressing a nonprofit needs assessment, and initiating the first-ever countywide human services strategic planning process. 

The Organization

Loudoun County operates under the “Traditional Form” of county government, the most commonly used form in the Commonwealth. The Board of Supervisors is responsible for the legislative and administrative affairs of the County and appoints a County Administrator to oversee the day-to-day administration on its behalf. In addition, elected officials are responsible for the conduct and administration of various aspects of the County’s affairs. Other elected officials include the Commissioner of the Revenue, Treasurer, Clerk of the Circuit Court, Commonwealth’s Attorney, and Sheriff.

The County’s FY 2020 General Fund Budget totals $1.7 billion, and its FY 2019-2024 Capital Improvement Plan Budget totals $2.4 billion. Loudoun County boasts a workforce of approximately 3,900 employees and 1,400 temporary employees.

2019 Community Development FAST FACTS:

  • Building and Development managed $529,070,627 in performance bonds and $48,047,867 in erosion and sediment control bonds, for a total of 1,571 bonds. The Department also estimated, coordinated with industry, and implemented new performance bond Unit Price List (UPL) factors that will result in more accurate performance bonds.

The Ideal Candidate

The Assistant County Administrator will be an excellent communicator and a good listener. This person will be collaborative and able to build partnerships across county departments and with external organizations that have similar objectives, while seeking to enhance the County’s ability to meet community needs. The ideal candidate will be able to operate in a fast-paced and demanding environment with high expectations for both producing work and managing others.

The successful candidate will be an experienced leader with a strong base of knowledge and experience in land use, building inspection and permitting, and economic development or human services. This person will bring creative solutions to complex problems, experience in a diverse and inclusive workforce, and the ability to navigate and collaborate effectively across a large, sophisticated organization. In addition, the ideal candidate will be comfortable working with key external stakeholders that include, business executives, community leaders, and others invested in the County’s growth and development. The Assistant County Administrator will spend time getting to know the workforce and operational issues and seek data-driven solutions. This person will bring a strategic perspective, be able to see beyond the immediate pressures, and stay focused on the important long-term objectives. The ideal candidate will be innovative and will review and improve business and operational processes.

The Assistant County Administrator will mentor staff, develop leaders, and strengthen the organization’s capacity to serve. The ideal candidate will be someone who has successfully led divisions, departments, or local government organizations with strong leadership and fairness as well as with patience, humility, and a sense of collegial comradery. This person will be fully engaged in the work of the departments the position oversees and will delegate effectively, give guidance, and be focused on the organization’s performance and commitment to service delivery. Finally, the Assistant County Administrator will represent the County Administrator in a variety of formal and informal settings, be expected to appropriately represent the interests of the County, the Board, and the Office, and may occasionally be expected to act on behalf of and in the absence of the County Administrator.

Experience and Education

Minimum qualifications are a master’s degree in public administration or a related field, with ten or more years of directly related professional-level experience. (A bachelor's degree in public administration or a related field and an additional two years of directly related experience may substitute.)

Preferred qualifications include at least three years of progressively responsible leadership, management, and supervisory experience as a department director, assistant, or manager in a complex, diverse local government organization and a demonstrated record of success in the following key areas: overseeing complex projects and/or operations, serving as a trusted advisor and providing data-driven solutions, working effectively with elected officials, coaching and mentoring managers and key staff, and working proactively and collaboratively with internal and external stakeholders.

Several exciting things are happening in Loudoun County. The County’s Comprehensive Plan has been adopted and the Zoning Ordinance is currently being rewritten. Two new Metro stations are set to open within the next one to two years, with significant development emerging around both. Compensation

The expected hiring range for this position is $175,000 to $200,000 DOQ. A competitive total compensation package will consider the candidate’s experience and expertise and will include an excellent benefits package of the following:
