The Position

Loudoun County, Virginia’s Chief Financial Officer (CFO) leads the Department of Finance and Budget (DFB) and serves in an advisory capacity to the County Administrator and Board of Supervisors in all financial and budgetary matters. The CFO leads and plans various financial functions, including accounting, auditing, revenue administration, payroll, procurement, budgeting, and performance management.

The County has a Triple-A bond rating from all three rating agencies and an extensive capital plan in one of the fastest-growing counties in the country. The County has earned the GFOA Distinguished Budget Award and Excellence in Financial Reporting for over 25 years. The County has also received the Outstanding Achievement Award in Popular Annual Financial Reporting from GFOA.

The CFO reports to the County Administrator and serves on the Administrator’s Executive Team and Leadership Team. Additionally, the CFO directs a team of senior managers within the DFB composed of the Deputy CFO and four Assistant Directors. This position is open as the former CFO is now an Assistant County Administrator.

The Organization

Loudoun County operates under the "Traditional Form" of county government, the most commonly used form in the Commonwealth. The Board of Supervisors is responsible for the legislative and administrative affairs of the County and appoints a County Administrator to oversee the day-to-day administration on its behalf. In addition, elected officials are responsible for the conduct and administration of various aspects of the County's affairs. Other elected officials include the Commissioner of the Revenue, Treasurer, Clerk of the Circuit Court, Commonwealth's Attorney, and Sheriff.

The County's FY 2021 Total Operating Budget is approximately $3 billion, and its FY 2021-2026 Capital Improvement Plan (CIP) Budget totals $2.9 billion. Loudoun County boasts a workforce of approximately 4,294 FTEs.

The Department

The Department of Finance and Budget was formed in FY 2020 following the joining of two departments: the Department of Finance and Procurement and the Department of Management and Budget. The new DFB is organized into the following six divisions: Accounting, Financial Operations, and Financial Systems Support; Procurement; Debt Management and Financing; Operating Budget Planning and Policy; Program Evaluation and Improvement; and Capital Budget Planning and Policy. The department is staffed by approximately 75 FTE, and its FY 2021 Adopted Budget is $9.6 million.

Experience and Education

Minimum requirements are any combination of education and experience equivalent to a master’s degree in public administration, public policy, accounting, finance, or a related field; seven (7) years of extensive professional experience in government or a comparable operation with multi-fund accounting, including five (5) years of supervisory experience; and considerable experience in the administration of an organizational budget and automated fiscal database management.

Preferred qualifications include demonstrated experience with budget management (capital and operating) in a local government setting, debt management, forecasting long-range financial impacts of zoning and economic development, maintaining bond ratings and sound fiscal policies, and best practices in procurement. Leadership, strategy, and emotional intelligence are as important as technical skills. Experience working in a jurisdiction of comparable size and/or complexity is also preferred.

The Ideal Candidate

Loudoun County’s next CFO is an experienced, visionary budget and finance professional who fully understands the principles and practices of government budgeting, accounting, and debt management, and long-range financial planning. The CFO serves as a strategic advisor on all financial matters to County administration and the Board of Supervisors. This individual sees the big picture and has the technical competency to identify and solve problems. The ideal candidate works to sustain the County’s longstanding history of prudent and sound fiscal policies.

The next CFO will empower staff and be comfortable with the County Administrator and others working directly with department staff. This person has the ability to work collaboratively across the organization to identify innovative ways to finance projects and solve local government issues. The CFO will also work with major employers and businesses to identify creative ways to further economic development in the County, particularly near the two new Metro stations, and skillfully negotiate to safeguard the County’s long-term financial interest.

As the face of the budget and capital budget process, the CFO interprets, implements, and manages the Board’s fiscal policies. This person appreciates the different operational complexities unique to managing a sizable budget and one of the nation’s largest capital plans. The next CFO possesses a comprehensive knowledge of research principles and is capable of developing and forecasting budgets. The successful candidate is consistent, detail-oriented, and a skilled communicator capable of translating complex technical information.

The County’s next CFO will model the highest ethical and professional standards and hold department staff to the same high level of accountability. The CFO works well with all organizational personnel, elected officials, and external stakeholders. This individual has demonstrated success in managing, coaching, and mentoring staff and developing a team culture across divisions in a department. The ideal candidate is a strong-willed and practiced negotiator who handles criticism well.

Loudoun County’s next CFO has experience in debt and management, procurement, accounting, and economic development as well as leading the development and implementation of complex budgets. The successful candidate is an approachable team player who values customer service and cross-departmental collaboration. Ranked as the wealthiest county in the United States in 2019, Loudoun is also the fastest growing county in Virginia.

Several exciting things are happening in Loudoun County. The new County's Comprehensive Plan has been adopted, and the Zoning Ordinance is currently being rewritten. Two new Metro stations are set to open within the next one to two years, with significant development emerging around both. Compensation

The expected hiring range for this position is $175,000 - $200,000, DOQ. A competitive total compensation package will consider the candidate's experience and expertise and will include an excellent benefits package of the following:
