The Position

The City of Morgantown, West Virginia, is searching for an experienced public administrator to serve as its new City Manager. As the organization’s chief administrative officer, the City Manager oversees all City operations, develops and implements the annual budget and capital plan, and manages all City personnel. The City Manager also implements Council initiatives and goals and serves in an advisory capacity to the elected body.

The Organization

The City of Morgantown operates under the council-manager form of government, with seven City Council members all elected at-large to serve two-year terms. The Mayor and Deputy Mayor are selected internally by the Council. A City Manager is appointed by Council to oversee the day-to-day operations of the City.

Departments within the City include the City Attorney’s Office, City Clerk, City Manager’s Office, Code Enforcement, Communications, Development Services, Engineering, Finance, Fire, Human Resources, Information Technology, Municipal Court, Police, Public Works, and Urban Landscapes. The City also operates a municipal airport.

Morgantown’s FY 2021 budget totals $36.6 million, and the City employs approximately 267 FTE.

Experience and Education

Minimum requirements are a bachelor’s degree and five years of local government experience with at least three years of management/supervision experience.

Preferred qualifications include ICMA-Credentialed Manager, strong financial management skills, demonstrated economic development and redevelopment expertise, and community and employee engagement experience. Experience working with a university or other large institution is also desired.


Per the City Charter, residency within the Morgantown City limits is required after appointment.

This person will be proactive and visionary, partnering with Council to prioritize goals while managing day-to-day operations to ensure the future success of the community. Morgantown’s next City Manager will be a collaborative and flexible team leader, providing leadership and empowering high performing and competent staff. This person will have proven success in building relationships and collaborating with government, private, nonprofit, and educational partners to achieve community goals. The ideal candidate will have a keen sense of economic development/redevelopment and will possess strong skills in deploying creative and innovative funding tools and incentives to stimulate economic development. This person will be approachable, trustworthy, caring, and personally invested in the community

Located along the Monongahela River in north central West Virginia, Morgantown is the medical, cultural, and commercial hub of Monongalia County. The City’s population and household growth have been positive, outpacing state averages since 2000, and are projected to grow through 2025. According to a recent housing study by Bowen National Research, household growth is projected to remain positive among most household age groups through 2025, with older millennials and seniors (age 65 and older) representing the greatest projected growth. The local economy is well-balanced, which adds to the economic stability and strength of the City.

The community has consistently enjoyed some of the lowest unemployment rates in the state and has a favorable business environment. Forbes even lists Morgantown as the third-best small city for business and careers in the United States. Major regional employers include the U.S. Department of Energy, the National Institute of Occupational Safety and Health (NIOSH), Mylan Pharmaceuticals, and West Virginia University. Daytime population estimates in the City are approximately 70,000.

Morgantown is home to West Virginia University, the largest institution of higher education in the state. According to Niche, Monongalia County Schools is the second-best public school district in West Virginia. The Morgantown Municipal Airport is the busiest airport in all of West Virginia.

The expected hiring range for this position is $130,000 to $175,000 DOQ. Benefits offered include the following:
