The Position

The City of Westminster, Maryland, is seeking a new Director to oversee its Department of Finance. The Director of Finance manages all financial matters within the City and serves in an advisory capacity to the Mayor, Common Council, and City Administrator.

The Director of Finance has five (5) direct reports and reports directly to the City Administrator. The former Director of Finance remains with the organization in a different position.

The Organization

The City of Westminster operates under a Mayor-Council form of government. The Mayor is elected at-large to a four-year term and serves as the City’s Chief Executive Officer. The Common Council is the legislative body of the City government. It is composed of five members who are elected at-large to serve four-year terms; one member of the Common Council is selected by his/her peers to serve as the Council President. The qualified voters of Westminster vote for three members of the Common Council on the Tuesday after the second Monday of May, while the Mayor and the remaining two Councilmembers are voted to office on the Tuesday after the second Monday of May every four years thereafter.

In 2006, the Mayor and Common Council established the position of City Administrator. The City Administrator serves as the Chief Administrative Officer of the City and oversees the day-to-day operations of the organization. The Finance Director is appointed by the Mayor, with the approval of a majority of the Common Council.

The City of Westminster municipal government provides a full range of services. They include planning and zoning; community and economic development; police protection services; water and sewer service; refuse collection; street maintenance, snow removal and public works functions; public housing assistance; and recreation and parks facilities and services.

Carroll County Government provides primary and secondary education, building permits, reviews and inspections, libraries, and social services. The Westminster Volunteer Fire Department provides both fire protection services and emergency medical services within the corporate boundaries of Westminster, as well as to the immediate surrounding area; the City provides a grant to the Volunteer Fire Department to support its operations.

The City’s FY 2021 all funds budget totals approximately $64 million; the General Fund budget is about $17 million. The organization employs approximately 165 benefited staff and also hires temporary staff for its seasonal recreational offerings.

In February 2018, the Mayor and Common Council formally adopted a Strategic Plan, which sets forth the following vision for the City:

Finance Department

The Finance Department is responsible for all financial and accounting activities. In addition to the development and administration of the City’s budget, the Finance Department is responsible for the collection of taxes and other revenue sources, utility billing, payroll, procurement support, disposal of surplus property, financial reporting, billing for general City services, accounts payable, preparation for the external audit, investments, and supervision of debt and cash flow.

The Finance Department currently consists of six (6) FTEs, including the Director and five (5) Accounting Specialists. The FY 2021 department budget totals approximately $200,000. The City uses the Eden—Tyler Technologies financial system.

Experience and Education

The minimum requirements for this position are a bachelor’s degree in public administration, business administration, or related degree, and seven years of government budget/finance experience with some management/supervisory experience.

Preferred qualifications include a master’s degree in public finance, public administration, accounting, finance, or related field; designation as a Certified Public Finance Officer (CPFO) or Certified Public Accountant (CPA); and experience with utility billing, grants, and budget preparation and monitoring in a fiscally constrained local government environment.

The Ideal Candidate

The ideal Director of Finance is a collaborative, effective leader with a wide breadth of experience in municipal finance. The next Director of Finance will be well versed in all financial functions, including accounting, auditing, utility billing, budget preparation and monitoring, grants management, investments, and debt management. Familiarity with public housing agencies is desirable.

The Director of Finance is a hands on managerial position and is directly involved in the work product of the department. This individual is as comfortable with the day-to-day operations as they are with the big picture details.

The successful candidate must have a vision for the department, be results-oriented, and set high standards and clear goals for subordinate staff. He/she should enjoy mentoring staff members and supporting their continued professional development.

The Director of Finance interacts with the City Administrator, other department directors, the Mayor and Common Council, State of Maryland and Carroll County officials, and the general public. He/she must have excellent interpersonal skills and be approachable, responsive, and knowledgeable. The successful candidate should have excellent communication skills and be comfortable speaking in public, including providing staff reports at Mayor and Common Council meetings. The position is required to attend the semi-monthly evening meetings of the Mayor and Common Council.

The successful candidate will be technologically proficient and politically astute. The individual should enjoy working in a small organization atmosphere, collaborating with his/her peers, and being an effective and positive member of the City’s management team. He/she should be decisive, collaborative, open minded, fair, ethical, and honest.

The Community

The City of Westminster serves as the county seat and is located in the center of Carroll County. The City is approximately 35 miles northwest of Baltimore and 56 miles north of Washington D.C.

William Winchester laid out the original lots of Westminster in 1764, and the City of Westminster was incorporated shortly after the creation of Carroll County in 1838. From its original incorporated area of less than 400 acres, the City of Westminster grew to its current size of approximately 6.5 square miles, primarily since the 1970s. The City’s population has grown from a little over 7,000 people in 1970 to over 16,000 people in 2000. Today, the City’s population is just under 20,000 people and continues to grow every year.

About 8,000 households call Westminster home. Westminster offers a wide variety of housing options, including established neighborhoods, new single-family residential developments, apartment complexes in the outlying areas of the City, and numerous single-family conversions in the residential areas near the downtown business district.

Westminster is home to McDaniel College, a private, liberal arts and sciences institution founded in 1867 as Western Maryland College. Over 3,000 undergraduate and graduate students attend McDaniel. The College hosts numerous arts, sports, and music events.

Westminster is a technology leader nationally with its groundbreaking fiber network installation project. The Westminster Fiber Network creates a competitive local marketplace for Internet services and provides community access to affordable gigabit Internet speeds. The City of Westminster constructs, owns, and maintains the dark fiber network. Under a lease agreement, a private partner installs equipment, lights the network, and provides service to customers. Westminster’s private partner is Ting Internet.

Westminster also has a strong preservation ethic, as reflected in its two National Register Districts. The City’s first National Register District, established in 1980, encompasses much of the older residential areas of Westminster and its downtown. The second district designates portions of McDaniel College and incorporates several of the oldest buildings in the southeast portion of the campus. 

Westminster is truly the best of both worlds. National, brand-name retailers and restauranteurs are attracted to Westminster’s Maryland Route 140 shopping corridor, while the historic downtown provides a unique setting for local shopping, dining, and cultural experiences, capitalizing on the City’s small town atmosphere. Westminster is home to some of the largest community events in Carroll County – FallFest, the Flower and Jazz Festival, and the Holiday Electric Parade.

Culturally, the historic downtown is bookended by the Carroll Arts Center on West Main Street, with its many artistic offerings, and the Historical Society of Carroll County on East Main Street, with its cultural heritage exhibits of Carroll County and the Piedmont area of Maryland. The Carroll Arts Center offers a 263-seat theatre and two art galleries and hosts numerous concerts, films, lectures, plays, recitals, and showings throughout the year.

The expected hiring range is $103,724 - $115,000, DOQ. Residency is not required. Reasonable relocation expenses will be paid to the successful candidate, if not currently residing in the greater metropolitan area. An employment agreement will also be in place for the Director of Finance.
