The Position

The Breakneck Creek Regional Authority (BCRA) is seeking an experienced, innovative, and independent Manager to oversee its operations and delivery of sewer service as well as provide leadership, guidance, and support to its Board of Directors and staff. The Manager reports to the Board of Directors and carries out Board policy, instructions, and recommendations. This individual oversees a staff of seven that includes office staff and plant operators.

The Manager directs and oversees all day-to-day operations of the BCRA, including all maintenance and repair activities for the wastewater treatment plant, which operates an ICEAS Advanced SBR system – a continuous flow biological treatment system. In addition to the plant, operations include seven pump stations and over 300,000 linear feet of sanitary sewer line. The Manager is responsible for developing the Authority's annual budget and Capital Improvement Plan and the review of monthly eDMR reports.

The Organization

Since its inception in 1989, the Breakneck Creek Regional Authority has provided sewage service to nine municipalities in Butler and Allegheny counties in Pennsylvania. The BCRA sewage system is composed of one wastewater treatment plant, seven sewage pumping stations, collector sewers, and 125 miles of conveyance sewers. In 2019, BCRA served over 10,000 customers/EDUs (equivalent dwelling unit), and sewer user rates were set at a flat rate of $75.00 per EDU per quarter.

The sewage facilities serve the communities of Mars Borough, Valencia Borough, Seven Fields Borough, Adams Township, portions of Forward Township, Cranberry Township, and Middlesex Township in Butler County, and portions of Richland Township and Pine Township in Allegheny County.

A Board of Directors, consisting of five individuals appointed by Mars Borough and Adams Township, governs the Authority. BCRA is staffed by eight employees, including a consulting engineer and the manager. The Authority's operating, maintenance, administrative, and debt service expenses for 2020 are estimated to be $8,043,537, which includes $6.2 million in capital improvement funds.

The Board recently authorized the design of the Wastewater Treatment Plant Expansion Project, which will result in an increase in the permitted capacity of the wastewater treatment plant from 3.0 million gallons per day to 4.5 million gallons per day. This recommendation was based on the current growth within the service area and the outstanding approved EDUs that could be connected to the sewer system within the next five (5) years. The estimated construction cost for the expansion project is $14.7 million, with an estimated completion date of 2022.

The 2019 Annual Consulting Engineer's Report indicated that the operational and maintenance status of all BCRA sewage collection, conveyance, pumping, and treatment facilities were classified as excellent and stated that there were no major operational or maintenance problems that impacted the proper operation of BCRA facilities.

The Ideal Candidate

The Breakneck Creek Regional Authority is seeking an experienced utility, wastewater, or stormwater professional who shares the organization's values of water quality and customer service. The ideal candidate is a strong communicator who is comfortable working with a wide range of audiences, both verbally and in writing.

The next Manager has a working knowledge of wastewater systems and is adept at translating complex, technical issues. The ideal candidate has experience working within an ICEAS Advanced SBR wastewater system. This individual is familiar with Pennsylvania DEP compliance and regulation issues and remains resilient and calm during crises.

The ideal candidate is skilled in budget and financial management and capital planning. The Manager is experienced in issuing requests for proposals, awarding bids, and managing purchase orders and contracts. The ideal candidate is a working manager who is comfortable with both the administrative and technical aspects of the role and is experienced in working with contractors and consultants.

The Manager works closely with the Board to provide regular updates and implement policy decisions and with the Authority's Consulting Engineer in the implementation of the capital improvement program. The ideal candidate is an effective decision-maker who provides thoughtful recommendations to staff and the Board.

This individual has an aptitude for managing multiple projects and deadlines. The next Manager is an experienced leader who can lead a team of accomplished professionals and is fully invested in their continued success. This individual encourages creative thinking and provides staff with support, direction, and feedback. The successful candidate leads by example, builds strong working relationships, and is a team player who is collaborative by nature.

Experience and Education

The position requires a bachelor's degree and a minimum of five years of professional experience in wastewater collection, wastewater systems, sewer operations, or utilities, and at least two years in a management/supervisory role.

Preferred qualifications include Class A and E Wastewater Systems Operator Certificates or a Professional Engineering license. Preferred candidates will also have experience or a working knowledge of wastewater management, capital improvement planning, and Pennsylvania DEP regulations.

The Community

BCRA provides sewage service to residents living in Allegheny and Butler counties, located in southwest Pennsylvania. Residents enjoy small-town living and welcoming neighbors while having easy access to the amenities only a larger metropolitan area can offer. Pittsburgh is only 30 minutes away!

Allegheny County has a population of 1.2 million. It is the state's second-most populous county, and its booming economy and affordable cost of living make it attractive to residents, tourists, and businesses alike. The median sale price of a home in Allegheny County is $80,000 lower than the national average.

Butler County has a current population of 190,000 and is steeped in history. Originally part of Allegheny County, it was established in 1800 and named in honor of General Richard Butler, a hero of the American Revolution. Average per capita, median household, and median family incomes all outpace the state averages.

Residents have access to countless outdoor recreation opportunities ranging from hiking and bicycle opportunities to 15,000 acres of park space for people to golf, fish, swim, kayak, ice skate, ski, and more. In addition, communities throughout the region offer an endless calendar of special events, cultural events, museums, and shopping and dining opportunities.

Less than 30 miles away is Pittsburgh, which offers countless theaters, galleries, museums, and art installations. The City is home to The Andy Warhol Museum, which houses the largest collection of the artist's work in the entire world, and the Carnegie Museum of Natural History. The best views of Downtown Pittsburgh can be seen from the Duquesne Incline, one of the last remaining inclines in the United States. The City has plenty of family-friendly activities, as well, from the Pittsburgh Zoo and PPG Aquarium and National Aviary to the historic Kennywood Amusement Park, there's never a dull moment in the Steel City.

Greater Pittsburgh is a haven for sports enthusiasts, with three major league franchises – the MLB's Pittsburgh Pirates, NFL's Pittsburgh Steelers, and NHL's Pittsburgh Penguins – and several minor league teams calling the region home. The area boasts dozens of higher education institutions, including the University of Pittsburgh and Carnegie Mellon University, one of the nation's top research universities. Two of the nation's best hospitals are also found in Pittsburgh.

Compensation

The salary range for this position is $85,000 - $125,000 but is negotiable depending on qualifications. Benefits offered include medical insurance, paid leave, and employer contributions into the Simple IRA retirement plan.
