The Position

The Town of Leesburg, Virginia, is seeking an experienced attorney with extensive land use, contract, and negotiation experience to serve as the next Town Attorney.

The Town Attorney is the legal advisor to the Mayor and Council, Town Manager, staff, and members of the Town’s Boards and Commissions. The Town Attorney attends all Council meetings, and the Attorney’s office provides support for the Planning Commission, Board of Architectural Review, and other boards as needed. The Town Attorney represents the Town in state and federal courts and before state and federal administrative agencies, in addition to drafting ordinances, resolutions, statutes, contracts, leases, deeds, and other legal documents. The Town Attorney serves as a member of the Town’s Senior Management Team.

The Town Attorney is appointed by and reports to the Mayor and Council, and serves at its pleasure. The Town Attorney and Town Manager have had a history of strong collaboration and partnership to best serve the Town. The Town Attorney’s office staff includes a Deputy Town Attorney and Paralegal who report directly to the Town Attorney. A Land Acquisition Manager works for both the Town Attorney and Public Works. 

The Organization                                                                

Leesburg has operated under the council-manager form of government since 1962. Under this form of government, a seven-member Town Council functions as the Town’s legislative body, and a Town Manager serves as the chief executive officer. The Council is composed of a Mayor and six Council members, all of whom are elected at large. The six Council members are elected to four-year, staggered terms, and the Mayor is elected to a two-year term.

The FY 2020 all funds total budget is $138.2 million, with a General Fund budget of $60.1 million. There are currently 374.5 FTEs in the Town of Leesburg. Leesburg’s operating departments include the Town Manager’s office, finance and administrative services, police, public works and capital projects, planning and zoning, plan review, economic development, Town Attorney, Town Clerk, parks and recreation, utilities, Thomas Balch Library, and airport operations.

The Ideal Candidate

The ideal candidate will be an experienced attorney who has the highest level of integrity, provides exceptional legal advice and interpretation, understands how to carry out public policy passed by the Mayor and Council, and has a demonstrated track record in working collaboratively with talented staff. The next Town Attorney will be knowledgeable in local government law and provides sound and practical advice with the bigger picture in mind of the overall vision set forth by the Town. The ideal Town Attorney will have a proven track record in developing a strategy for defensible positions as well as be proactive in asserting the Town’s position through well-crafted legislation and regulations. The ideal candidate will have hands-on experience in all aspects of local government law, including zoning, land use, and Virginia’s proffer system, as well as experience working on environmental and utility law, contracts, public finance, and working with state and federal laws and regulatory agencies.

The next Town Attorney will work cooperatively and in partnership with the Town Manager and be a partner in developing creative options to solve complex local government problems grounded in sound legal advice. The next Town Attorney will be strong enough to stand up to pressure and be undeterred in providing unpopular advice when needed. The ideal candidate will be an exceptional listener, able to succinctly distill complex legal issues, and provide options for overcoming obstacles. The ideal candidate will be decisive, unflappable, confident, and a skilled negotiator. The Town Attorney will be politically astute, apolitical, responsive, and have excellent prioritization skills. The ideal Town Attorney will bring patience, fresh ideas, proven expertise, and a strong sense of ethics to the position.

Experience and Education

The minimum qualifications include a J.D. from an accredited law school, at least seven (7) years’ experience practicing law, including some general municipal law and supervisory/management experience. Applicants must also be a member in good standing of the Virginia State Bar or be eligible to practice law in Virginia upon appointment.

Preferred qualifications include experience in local government law and/or litigation and legal expertise in land use, redevelopment, municipal utilities, environment, employment, legislative, contracts, public safety, and finance. Fluency in both English and Spanish is preferred but not required.

Residency within the Town of Leesburg is not required.

The Town has maintained its historical charm through the careful preservation of architectural structures dating back to the Civil War and beyond. Leesburg boasts unrivaled community events such as the Acoustic on the Green summer concert series, the Flower and Garden Festival, the Leesburg Airshow, and the Annual Independence Day Celebration.

Leesburg is an increasingly diverse community. The Town’s racial and ethnic demographics are 63.3% White, 17.2% Hispanic or Latino, 7.8% Asian, 7.3% Black or African American, and 4.4% identify as another category of race and ethnicity. Additionally, 21.7% of the population is foreign-born, and 21.5% speak two or more languages proficiently.

Students in Leesburg attend Loudoun County Public Schools, Virginia’s fourth-best school district, according to Niche.com. There are many higher education institutions within 50 miles of Leesburg, including Georgetown University, George Washington University, American University, and Howard University.

Leesburg’s largest employers include Loudoun County, Loudoun County Public Schools, the Federal Aviation Administration, the Town of Leesburg, the Commonwealth of Virginia, Wegmans, K2M, Target, Costco, and Loudoun Medical Group. Approximately half of the labor force works in managerial or professional occupations, and the majority of residents over the age of 25 possess a bachelor’s degree or higher.

Compensation

The expected hiring range is $165,000 to $195,000 depending on qualifications and experience, plus exceptional Town benefits and an employment agreement.
