The Position

Chevy Chase, Maryland’s new Assistant Town Manager will have the opportunity to work in partnership with the Town Manager to lead one of the nation’s most desirable communities. Located just over one mile northwest of Washington, D.C., the Town of Chevy Chase is a close-knit residential community of single-family homes that offers an exceptional quality of life and a high level of municipal services.

The Town currently employs four full-time employees and several part-time consultants to manage Town programs and services. The Town has an annual budget of approximately $3 million, with substantial reserves. The Town Manager currently has four full-time direct reports: Assistant Town Manager, Permitting and Code Enforcement Manager, Maintenance Supervisor, and Administrative Assistant.

The Assistant Town Manager will oversee several part-time consultants, including an accountant, a management assistant, and an arborist. Most Town services are delivered by contracted services. In addition to managing contractors, this position will oversee the Town’s finances, analyze and develop Town laws and regulations, and manage special projects, including redevelopment projects in downtown Bethesda and the construction of the Purple Line to mitigate impacts on the Town. The Assistant Town Manager also will serve as the Acting Town Manager in the Town Manager’s absence.

The Assistant Town Manager position is being filled to provide more management capacity to the Town and to provide continuity of operations in the Town Manager’s absence and when the Town Manager retires (anticipated within several years).

The Organization

The Town of Chevy Chase operates under the council-manager form of government, in which an elected body appoints a Town Manager to oversee the day-to-day operations of the municipality. The Town Council consists of five members, all of whom are elected to serve staggered two-year terms. The positions of Mayor, Vice Mayor, Treasurer, Secretary, and Community Liaison are filled by the members of the Council and determined through an annual internal election.

The Ideal Candidate

The Town of Chevy Chase is looking for a skilled professional, dedicated to local government service, who will assist the Town Council in developing and accomplishing the Town’s goals, oversee the daily operations of the Town and special projects, and assist in developing and administering the annual budget.

The Assistant Town Manager will lead a small team of skilled contractors and consultants and be fully invested in Chevy Chase’s continued success. The ideal candidate will be knowledgeable of state, county, and local government and familiar with relevant state and county law. The ideal candidate also will understand issues specific to small towns in the Metro D.C. area. This candidate will ensure the completion of special projects, foster strong relationships with intergovernmental and regional partners, and evaluate service level needs. Because the Town staff is small, the ideal candidate is prepared to undertake many activities alone or with modest support from others.

The ideal Assistant Town Manager will establish effective working relationships with elected officials, Town staff and contractors, residents, and volunteers. The model candidate also will provide excellent customer service to the residents of Chevy Chase, both directly and indirectly through his or her leadership of consultants and oversight of the various contracted services. The successful candidate will be able to balance and prioritize numerous concurrent responsibilities.

The ideal Assistant Town Manager has experience developing a budget, overseeing projects and contracts, developing and evaluating RFPs, and working in government administration. This individual has project management experience, works well with a well-educated population with high expectations, and has demonstrated skill in problem-solving.

Experience and Education

The minimum requirements for this position are a bachelor’s degree and at least five years of local government. Preferred qualifications include a master’s degree, clear communication and writing, budget/financial skills, intergovernmental and project management experience, and work in a customer-focused environment.

There is no residency requirement.

The Community

Located minutes outside of the nation’s capital, the Town of Chevy Chase is a picturesque community of nearly 3,000 residents that is consistently rated as one of the nation’s best places to live. High-quality schools, easy access to Washington, D.C. and neighboring Bethesda, low crime rates, and ample green space further contribute to the Town’s high quality of life.

Though small, Chevy Chase is host to many events throughout the year, including the July 4 Picnic and Parade, concerts, dinners, family movie nights, and many other varied social opportunities. Several farmer’s markets operate in the Chevy Chase region, and five small parks are located within the Town. A wide array of quality restaurants, shops, and arts and entertainment venues can be found in adjacent Bethesda and nearby Friendship Heights.

Washington, D.C. Metropolitan Area has all the benefits of a large urban city, in addition to the many historical and cultural offerings unique to the nation’s capital. Home to 74 National Historic Landmarks, the world’s largest library complex, 17 Smithsonian museums, world-renowned theaters, and five professional sports teams, the D.C. Metropolitan Area has something for everyone to enjoy. Nearby Bethesda is also home to several important medical institutions, including the National Institutes of Health campus and Walter Reed National Military Medical Center.

Three major airports – Dulles International Airport, Ronald Reagan National Airport, and Baltimore-Washington International Thurgood Marshall Airport – are close to Chevy Chase. The region is serviced by the Washington Metro, the rapid transit system connecting portions of Maryland and Virginia to the nation’s capital. The Bethesda Metro station is walking distance from the Town. A light rail line, known as the Purple Line, is currently under construction and will eventually link the Bethesda-Chevy Chase area to Silver Spring, College Park, and New Carrollton.

Compensation

The anticipated starting salary range for this position is $100,000 – 120,000, depending on qualifications, with an excellent benefits package.
