The Position

Oro Valley is seeking a Police Chief to lead its high-performing public safety team for the safest town in Arizona and one of the safest cities in the country. Oro Valley is an upscale, growing, suburban community located just three miles north of Tucson, Arizona. In 2017, Oro Valley was rated the safest city in Arizona by SafeWise and the best small city in Arizona by WalletHub. Highly-educated residents, ample parks and greenspace, and stunning natural landscapes provide for an exceptionally high quality of life. The next Police Chief will lead a well-trained and competent police department that has earned exceptional community trust and support through community policing programs, cutting edge technology, and crime prevention and traffic safety focus.

The Police Chief currently has three direct reports, including the Deputy Police Chief, Executive Officer, and Administrative Services Manager. The Deputy Chief oversees two divisions: Support Services and Field Services. The Town is the public safety answering point (PSAP) and dispatches all of its calls for service.

The Mayor and Council have hiring and firing authority, and the Town expects to have an employment agreement with the next Police Chief. Day-to-day coordination of this position rests with the Town Manager, and the position works closely with all members of the Town’s Executive Leadership Team. The Town of Oro Valley operates under a Council-Manager form of government. The Town has had two Police Chiefs in the last 37 years. The current Chief, who is active nationally with the International Association of Chiefs of Police, is retiring after 20 years as Police Chief.

The Organization

Incorporated in 1974, the seven-member Town Council, including the Mayor and Vice Mayor, acts as the Town’s legislative body and appoints a Town Manager to oversee day-to-day operations. All Councilmembers are elected at-large to serve four-year terms.

The Town currently employs 318 full-time and 117 part-time employees. Oro Valley’s FY 2019-20 budget is $111 million, with a General Fund budget of $42 million. Services provided by the Town include Police, Parks and Recreation, Water Utility, Stormwater Utility, Public Transit, Community Development, and Public Works.

The Police Department

The Oro Valley Police Department (OVPD) is staffed by approximately 134 FTEs and has an FY 2020 Budget of $17 million. The department is divided into five program areas: Administration, the Support Services Division, the Field Services Division, Professional Development and Training, and Professional Standards. The Support Services Division is further divided between the Communication Bureau, Support Services Bureau, and Technical Support Bureau. The Community Resource Unit, School Resource Officer Unit, and Criminal Unit are housed within the Support Services Bureau. Additionally, the IT Unit, Records Unit, and Property/ID Unit are housed within the Technical Support Bureau. OVPD’s Patrol Bureau and Special Operations fall within the Field Services Division. Patrol officers are on overlapping ten-hour shifts in six squads with four geographic areas. The department has school resource officers in all public schools, including two in each high school.

The OVPD is guided by a two-year Strategic Plan, which was developed by the department in 2019. Community policing is a core value that underlies all programs and initiatives undertaken by the OVPD. The Police Chief appoints a Community Advisory Committee, and the department utilizes nearly 100 volunteers in the Citizens Volunteer Assistants Program, both of which are interwoven into the policing model in Oro Valley.

The OVPD is a member of the regional PCWIN (Pima County) Radio system, and the Chief is the Oro Valley representative on the PCWIN Executive Committee and the PCWIN Board of Directors. Additionally, the Chief is a member of the Governing Board for County Regional S.W.A.T. and EOD.

The Ideal Candidate

The ideal Police Chief will be a community-oriented policing professional with exceptional communication skills, strong leadership skills, data-driven decision-making, and a commitment to 21st Century Policing. The next Police Chief will have demonstrated experience on the command staff of a full-service policing agency that has embraced and garnered trust in the community through effective prevention, traffic safety, and patrol operations along with visible community policing programs. The next Chief will continue to support best practices, utilize technology to improve efficiency and effectiveness and officer safety, and be focused on ensuring the health and well-being of all members in the organization.

The next Police Chief will earn the respect of the command staff, officers, and administrative, civilian, and volunteer staff at all levels, engage union leadership in accordance with the Town’s MOU, cultivate a partnership with other executive team members of the Town, and work collaboratively with the Town Manager. The ideal candidate will foster a healthy and participative work environment that cultivates staff training and development and ensures sound decision-making at all levels of the organization. The Chief will be a strong leader, able to make difficult decisions that serve the best interests of the Town and community, and bring a continuous improvement approach to a high-performing police organization.

The next Chief will utilize the exceptional talent and resources available in the community through its volunteer and advisory committee, business partnership programs, and citizen engagement initiatives. The Police Chief will be an accessible and visible member of the community and work collaboratively with other law enforcement and public safety agencies in the region. The ideal Chief will be committed to meeting the high expectations of a growing, supportive community and will identify ways the programs can continue to achieve traffic, residential, and business safety while close to the Tucson metropolitan area with notably higher crime. The next Police Chief will be fully invested in the Town of Oro Valley, the department, and the community’s continued success.

Minimum and Preferred Qualifications

The minimum qualifications are a bachelor’s degree in law, criminal justice, public administration, or a related field and ten (10) years of experience in law enforcement, including five (5) years at the managerial level. Applicants must also possess AZPOST Peace Officer certification, ACJIS Terminal Operator certification, and have a valid Arizona driver’s license or be able to achieve these certifications within one year of the hire date.

Preferred qualifications include a master’s degree in criminal justice, MPA or related field, command staff leadership, specialized training, such as graduation from the FBI National Academy, and demonstrated experience in an environment with high resident and business engagement and data-driven approaches for crime prevention.


Residency after appointment is not required but is encouraged. Many officers live in Town, and the retiring Chief lives in the Town of Oro Valley.

Oro Valley is also home to several public and private golf courses and country clubs, an archery range, the Oro Valley Aquatic Center, the Oro Valley Community Center, a weekly farmers market, and quality dining and shopping opportunities. Public art adorns entryways, trails, and buildings throughout Oro Valley, and each month, the Town Council provides a new local artist with the opportunity to display work in the Oro Valley Council Chambers. From the annual Spring Festival of the Arts and July 4th Celebration to the Friday Night Concert Series at Steam Pump Ranch, there is never a dull moment in Oro Valley.

Oro Valley boasts a diverse economic base and a highly-qualified workforce. Oro Valley’s Innovation Park, a master-planned business park, is home to divisions of two international pharmaceutical companies, Roche Tissue Diagnostics and Icagen. Other major employers in Oro Valley include Honeywell Aerospace, Oro Valley Hospital, and Amphitheater School District, and the University of Arizona will be opening its new College of Veterinary Medicine in the Town in 2020.

The neighboring City of Tucson offers area residents easy access to endless urban amenities. With more than one million people calling the Tucson metro area home, the region is known for its world-class culinary scene and picturesque mountain ranges and parks. Popular regional attractions include the Arizona-Sonora Desert Museum (a combined zoo, museum, and botanical garden), a movie studio and amusement park for classic Westerns called Old Tucson, the Tucson Museum of Art, and the DeGrazia Gallery in the Sun Historic District. Tucson residents are afforded endless opportunities for outdoor recreation in the Sonoran Desert and surrounding mountain ranges.

The Amphitheater Unified School District, two charter schools, and three private schools provide educational services for Oro Valley students. The BASIS Oro Valley charter school is among the top high schools in the nation, according to the 2019 ranking in U.S. News. The University of Arizona, a premier higher education institution with enrollment exceeding 44,000, is located in nearby Tucson.


The salary range for this Police Chief is $120,648 - $180,972, depending on qualifications. The Town offers an excellent benefits package that includes medical/prescription drug, dental, and vision plans; a wellness program; paid time off (PTO); up to six EAP visits annually; a tuition reimbursement program; employer contributions into the Public Safety Personnel Retirement System (PSPRS); and various discount programs. Upon hire, the Chief will accrue vacation at the rate of 176 hours per year with a cap of 264 hours. After 20 years of service, the cap is raised to 300 hours. In addition, the Town provides backup child and elder care services with a small co-pay. The current Police Chief had an employment agreement with the Mayor and Council.
